Abstract
The new Gui Clique emerged and then was in the face of the internal and external "troubles’, when retreating to GUANG XI after Fighting North and South. In order to get out of the jam and consolidate their own control of the separatist regimes, they had paid their attention to the people and attempted to find new power from the people to solve their problem. So they widely reorganized and traded militias. During that action, they mainly took round self-defence, self-rule and self-support on the basis of their own needs of interest; they made use of the militias to gain greatly power of containing Chiang and combating the Communist Party and suppressing the people; they built new counties and towns through the militias, to enhance their control of the grass-root people;they forced the militias to get involved in the activity of “public productive enterprise” to raise money for rule, which placed heavy burdens on the mass of people;All of these give a full expression to the warlord nature of new Gui Clique, the big landlord class and the big bourgeoisie.
