Abstract
This article based on the function of logarithm tanoak cloth-Douglas, through using Stochastic Frontier Analysis, measures and calculates the technical efficiency of the whole national 31 provinces and cities and 14 cities of Liaoning by making using of the related data of the whole national 31 provinces and cities from 1998 to 2007 and 14 cities of Liaoning’s GDP、the number of practitioner and capital stock. the analysis result shows that, chinese average technology efficiency level increases with steady steps trend in the past ten years, but simultaneously the disparity of among provinces and cities’ technical efficiency is very great, but this kind of disparity is inceasingly narrowed, the Liaoning Province’s technology efficiency lie in a quite position in the nationwide scope, the mainly reason is that Liaoning Province is a big industry province, the products combine related high added value. Output is relatively high, so the technology efficiency is top in the country.Indicated through the Liaoning Province region technology efficiency reckoning result that, technology efficiency of the Liaoning Province various cities is very imbalanced, between various cities technical efficiency disparity is very great。 Not only this disparity manifests between various cities, moreover the technical efficiency difference between the city and countryside is very big, the primary cause which leads to the result is the Liaoning Province economy development and the economic structure is imbalanced and so on.Through analyzing the affecting factor of the technical efficiency, we can come to a conculsion that FDI may enhance the technical efficiency, but the import-export trade plays the negative to the technical efficiency, the financial industry degree of development also causes the technical efficiency varying degree depression, the primary industry proportion to the technical efficiency promotion is negative, but the tertiary industry has the obvious impetus to the technical efficiency enhancement. At last,based on analysis in the above, we propose some suggestions about enhancing the Liaoning technology efficiency.
