专利信息检索平台是一个专利信息的检索和维护的平台，知识经济时代，信息的数字化、网络化的飞速发展，是人们更倾向于从网络获取信息。知识产权网络平台作为面向更广泛公众的信息集散与服务机构，其网络服务的广度与深度直接影响着广大用户对信息需求的满足程度，影响着其作为国家重要信息系统对国民经济与社会发展的信息与知识的支持作用。作为一个平台，专利信息检索平台的主要功能就是给访客查询各种专利，做一个初步的检索，防止重复研究的发生，造成大量人力、物资、资金和时间的浪费；而且在研究开发工作中充分运用专利信息，不仅能提高研究开发的起点，而且能节约40％的科研开发经费和60％的研究开发时间。
经过分析，设计选用 Microsoft公司的 Active Server Pages程序设计语言开发环境和先进的SQL SERVER数据库。利用 Active Server Pages语言其提供的各种面向对象的开发工具，尤其是多种数据访问接口这一能方便而简洁操纵数据库的智能化对象，实现本系统的各种功能。

ABSTRACT
Patent information retrieval platform is a patent information retrieval and maintenance of the platform, knowledge-based economy, digitization of information, the rapid development of network-based, is more likely to obtain information from the network.
