The Vehicle License Plate Recognition System can capture a vehicle automatically and identify the plate numbers in the image. It can be used in the road tolling system, access control system, and intelligent transportation system and so on.
In this paper, some methods and algorithms are introduced in such stages as preprocessing of images, license plate location and character segmentation.
Image preprocessing: The image is processed by several algorithms including gray level stretching, contrast stretching and image smoothing.
License plate location: This aspect is an extremely important step in this system. One kind of location method of license plate image, basing on edge point image and vertical texture feature is put forward.
Character segmentation: Inclination rectification method is applied to license plate image. The corresponding connection region is used to divide up the isolate character. And characters are normalized in order to be recognized.
Character recognition: We select 13 features based on template matching method and get high speed and high recognition rate.
I can achieve the good accuracy.
