中小企业动态联盟信息平台构建研究
摘要：全球化与网络经济促使企业纷纷运用信息技术来争取未来生存空间，信息技术的采用成了企业运营的重要策略。我国企业的数量以中小企业为主，中小企业往往面临资金有限，以及信息技术人员缺乏和维护经验不足的情况，在加上信息技术快速变化，致使中小企业对于采用的 IT 效益颇为有限。近年来应用服务供应商(Application Service Provider, ASP)的出现满足了企业对资讯应用的高度需求。所谓ASP是由国外概念延伸而来，提供多使用者以租赁为主的存取模式经由网际网络集中管理应用，使得企业能以低成本来快速建置系统，提高企业反应市场的能力。
本文基于动态联盟的基本特点,分析其结构和功能，针对我国中小企业信息化的现状，提出了以应用服务提供商外包模式来构建中小企业动态联盟信息平台，并从政府，企业等各方面论证如何同步参与建设该平台。

Abstract: The globalization and the network economy will urge the enterprise in abundance to strive for the future existing space using the information technology, the information technology use enterprise operation important strategy. Our country Enterprise's quantity by the small and medium-sized enterprise primarily, the small and medium-sized enterprise often faces the fund to be limited, as well as the information technology personnel lacks the situation which is insufficiently experienced with the maintenance, is adding on the information technology fast change, causes the small and medium-sized enterprise regarding the IT benefit which uses to be quite limited. In recent years applied the service supplier (Application Service Provider, ASP) the appearance has satisfied the enterprise to the information application highly the demand. So-called ASP is extends by the overseas concept comes, to provide the multi-users to rent the primarily deposit and withdrawal pattern by way of the Internet centralized management application, enables the enterprise to come by the low cost to establish the system fast, enhances the enterprise to respond the market ability.
Based on the dynamic alliance essential feature, analyzes its structure and the function, in view of Our country Small and medium-sized enterprise informationization present situation, proposed applies outside the service provider a package of pattern to construct the small and medium-sized enterprise dynamic alliance information platform, and from the government, how the enterprise and so on various aspects proves the synchronization to participation constructs.
