制造型企业采购—供应协调管理策略研究

 摘   要
 为了降低成本、增加利润以及提高竞争力，企业须及时调整和制定正确的采购与供应管理策略。
 本文对制造企业采购方与供应商的矛盾和协调机制及策略进行了探讨，剖析了目前我国制造企业采购管理存在的主要问题。采购商——供应商的矛盾与冲突主要表现在：成本与利润要求、库存方面、订货批量方面、供货周期的要求、质量方面的要求、对服务的要求和对付款的要求等。
 本文主要对成本控制的协调机制及策略、库存控制的协调机制及策略和质量控制的协调机制及策略进行了研究。对采购成本控制的主要方法和局限性，提出了建立严格的采购制度、建立供应商准入制度和供应商档案建立价格评审体系和价格档案的策略。对交货提前期延误的三个原因：供需单位缺乏协调配合、采购方式不合适和偶然因素或不可抗力进行了分析，提出了供应商管理库存、信息共享、竞价采购、协助供应商提高生产系统的柔性和分散供应源的策略。对质量标准区间的定义和采购方与供应商在质量方面的冲突进行了分析，提出了客户至上、明确客户对质量的要求、依据客观的标准进行评估和分析、从源头抓质量、注重过程和以零缺陷为目标的策略。

 ABSTRACT
 In order to reduce the cost, the increase profit as well as the enhancement competitive ability, the enterprise must promptly adjust and prepare correct purchase and the supply management strategy.
 This article discusses the contradiction between the purchasers and the suppliers, and also the coordinated mechanism and the coordinated strategy. Then analyzes the main question that existent in purchase management in China’s enterprises. The purchase business - supplier's contradiction and the conflict mainly displays in: The cost and the profit request, the stock aspect, the ordering batch aspect, supplies goods the cyclical request, the quality aspect request, to the service request and to the payment request and so on.
 This article mainly to the cost control coordinated mechanism and the strategy, the stock control coordinated mechanism and the strategy and the quality control coordinated mechanism and the strategy has conducted the research. The main method and the limitation that control the purchases cost, to proposed the establishment strict purchase system, establishes the supplier to enter the system and the supplier file establishment price appraisal system and the price file strategy. Raises three reasons to the date of delivery which the earlier period delays: The supply and demand unit lacked the coordination to gather, the purchase way is inappropriate and the accidental factor or the force strength has carried on the analysis, proposed the supplier managed the stock, information sharing, competes the price purchase, assists the supplier to enhance the production system the flexibility and the disperser supply source strategy. Have carried on the analysis to the quality specification sector definition and the purchase side and the supplier in the quality aspect conflict, proposed the customer is supreme, the explicit customer to the quality request, the basis objective standard carries on the appraisal and the analysis, stresses the quality, tender the process and take the zero flaw from the source as the goal strategy.
