网络时代下政府公信力存在的问题及对策研究

随着现今科技的发达与进步，互联网已经不仅是从前应用于高层次的交流和传播工具，更是由于技术上的飞跃和应用的大众化逐渐渗透到人类社会，使人类的生活环境、工作形式、生产技术都得到了极大的革新，互联网技术也成为了一种新的竞争力量，小到个人家庭大到社会国家，从科技领域到经济领域，在各种意义上，互联网已经成为人类必不可少的重要工具。本文通过实证研究发现，对于网络时代政府公信力来说，主要存在政府信息不公开引发公众对政府的质疑、忽视民意导致公众对政府的不信任、危机处理能力不足导致公众对政府的不满、官员腐败导致政府公信力下降等问题。论其根本，社会环境、政府管控和网络调节是为主因。据止，针对政建能力的加强、就处于网络时代的新挑战如何积极应对的问题，本文在多个方面做出关于在网络时代如何提升政府公信力的应对措施，其中包括行政理念的转变、制度建设的完善、推进政府依法行政、利用网络平台促进公民参政议政、提升公民理性参与素质、加强对网络舆论的监测与管理等。

English summary

With the development and progress of science and technology today, the Internet has not only been used as a high-level communication and communication tool, but also because of the technological leap and the popularization of applications that have gradually penetrated into human society. We have made great innovations in the human living environment, in the form of work and in the production technology, and Internet technology has become a new competitive force, ranging from the individual family to the social state and from science and technology to the economic field in various senses. The Internet has become an essential tool for humanity. Through empirical research, this paper finds that for the credibility of government in the Internet era, There are mainly issues such as public doubts about the government caused by the non-disclosure of government information, the neglect of public opinion leading to public distrust of the government, the lack of crisis handling capacity leading to public dissatisfaction with the government, and official corruption leading to the decline in government credibility. At its root, the social environment, government control and network regulation are the main reasons. According to the report, in view of the strengthening of the capacity for political construction and how to respond positively to the new challenges in the Internet era, this paper makes a number of measures to enhance the credibility of the government in the Internet era. These include the transformation of administrative concepts, the improvement of institutional construction, the promotion of government administration according to law, the use of online platforms to promote citizens 'participation in political affairs, the promotion of citizens' rational participation in quality, and the strengthening of the monitoring and management of online public opinion.
