As a new type of vehicle, low-speed electric vehicle is widely accepted and used because of its advantages of flexible driving, low price, no listing and no driver's license. As a substitute vehicle with high performance-price ratio and meeting basic travel needs, it has a huge market in third-and fourth-tier cities and towns and rural areas. However, the legal attributes of low-speed electric vehicles are not clear at present, because the low-speed electric vehicles have not been clearly defined in terms of shape, material, speed setting, safety performance, collision test, factory standards and so on.
This paper takes the traffic safety management of low-speed electric vehicles as the research object, and studies the traffic safety management of low-speed electric vehicles through literature analysis, case analysis and other research methods. This paper introduces the basic situation of low-speed electric vehicles from the aspects of production and use status, the guidance of national laws and policies, and the difference from new energy vehicles. It analyses the management problems of low-speed electric vehicles with the case of traffic safety management of low-speed electric vehicles in Dezhou City. At the same time, it also points out the difficulties of lacking clear legal attributes, insufficient vehicle safety and weak driver safety awareness. In this paper, the causes of traffic management problems are studied.
