Abstract
Based on the analysis of the financial settlement condition before the establishment of Financial Settlement Centre of Tobacco Company, this article makes a basic view of the problems since then: relatively backward financial management, dispersed funds, high cost of capitals, etc, and then gives further analysis and description of the existing model and operation of Financial Settlement Centre; lay emphasis on the important role of primary cost accounting in funds management; capital cost conservation; cost control and budget decision-making. Meanwhile, it also points out our current weakness in Financial Settlement Centre including internal malfunctions; weak direct supervision; relatively low quality of personnel, and small use of networks. Therefore, further explorations are made of how to separate “Capital Department” out as independent Financial Settlement Centre; how to play a more complete role in financial settlement; how to improve the use of network facilities, and how to form an excellent team. According to the whole article, through analysis and exploration of the model of Financial Settlement Centre, it aims at better use and control of funds; promote the efficiency of capital investment; save the cost of capital and finally, maximize enterprise achievements.
