中美汇率之争的现状、原因与对策研究

摘     要

 近一段时间以来，中国和美国关于人民币汇率问题之争再起波澜，因而人民币汇率问题必将成为中美双方今后一段时期内争论的焦点之一，在围绕人民币汇率问题上，中美间国家利益的博弈将更加激烈。自从奥巴马政府上台后，在人民币汇率和中美贸易摩擦与争端问题上，对华政策不仅没有放宽，而且更加趋于强硬化，并始终没有放弃对人民币升值施加压力。事实上，今年以来人民币汇率已然步入了升值的通道，不仅人民币汇率始终与美元汇率保持着近年来的最高值，而且在美元对西方主要货币不断升值的情况下，由于之前人民币汇率与美元汇率实行单一挂钩，使得近年来美元在西方货币市场反弹，也导致了人民币对其他西方主要货币不断升值。
 本论文以汇率理论基础为出发点，分析了中美汇率之争的现状，同时在借鉴当前人民币升值研究成果的基础上，以2009年中美进出口贸易为例，分析了中美汇率之争的现状，从而研究中美汇率形成的原因。最后，提出我国应对人民币升值的对策，从而找出适合我国应对中美汇率问题发展的新思路。

Chinese exchange rate and the countermeasure research status quo reasons
                    
ABSTRACT
 
 Nearly since period of time, China and the United States on the RMB exchange rate is more intense, Thus the RMB exchange rate will become one of the centre of controversy in both sides for a period of time . Around the RMB exchange rate between the USA and China national interests on the game will be more intense. Since MR Obama government on the stage, the RMB exchange rate and the China-USA trade frictions and disputes are not relaxing policy, but more tends hard, and never give up on a RMB revaluation exert. In fact, since this year the RMB exchange rate has entered the appreciation of RMB exchange rate, not only the channel with the dollar has always maintained in recent years, and the peak of western major currencies in ascendant circumstances, as before the exchange rate of the RMB against the dollar exchange rate of the single hook, since last few years dollars in the west of market rebound, also cause RMB against other major currencies of western ascendant.
 This papers to the exchange rate theories foundation as a starting point, analyzes the present situation of China-USA exchange rate, at the same time in the reference current China-USA exchange rate on the basis of research achievements, by 2009 China-USA import and export trade for example, analyzed the current controversy in China-USA exchange rate, thus research China-USA exchange rate causes. Finally, project our country to RMB measures in order to deal with the problem of China-USA exchange rate for the development of new ideas.
