ABSTRACT
Since the reform and open, the development of SMES in our province have made great contributions in social stability, economic development and increasing taxes and solving the employment . Many enterprises are showing their strong competitiveness through the industrial clusters. It can say that the industry clusters have also been one of the main reasons for the maintaining rapid growth of Zhejiang's economy for many years, which are very worthy of the study. In the industrial cluster, the small and medium-sized enterprises in Zhejiang have formed a unique advantage, and piled up a lot of experience, but also accumulated a lot of problems after the financial crisis. the author ,takes textile industry for example, mainly analyze the current situation and problems of industrial clusters in Zhejiang ,Then propose some detail measures，according to the bottleneck problems appearing in the process of industrial clusters development ,to promote the development of Zhejiang economic continuous ,steady and healthy，and keep strong competitiveness.
There are five chapters in the passage. The first chapter illustrates the background and the meaning of the topic. The next chapter mainly some basic concept and theories home and abroad .The third part introduces cluster in Zhejiang Province, illustrating generative mechanism and fundamental state and analysing the existing problems among industrial clusters in Zhejiang. The forth chapter put forward specific strategies in the aspects of government and enterprises. The last chapter is the conclusion part.
