ABSTRACT
China is a long history of the county system, after thousands of years of evolution since the Spring and Autumn Dynasty. After the founding of the PRC, especially since the 20th century, 80s, the economic development in China has made great achievements. But from the perspective of development, there are still many problems, such as traditional agriculture or low efficiency,the lack of small and medium industrial and commercial development, urbanization, industrialization and as a result the economyhas been lagged behind. Farmers in China have the world's largest land, and, the huge population’s in the vast rural areas suffer economic underdevelopment is quite low. In China, the county's urban population multiplied expansion needs addressing a large number of farmers off the land, that is, the employment of new immigrants means a lot to the city. And solve the employment problem of sustainable development need strong support on non-agricultural industries. So, how to develop small companies in the counties has became a big problem in early 21th century ,since a group of county economic development has such important proposition. Pujiang, a small town close to Yiwu, although the develop speed is not rapid as Yiwu, but the potential is huge, especially when it comes to the processing industry on the economic development of Pujiang County, which have made a great contribution. This study selected Pujiang Town’s processing enterprises, and study the development process of industry cluster phenomenon,and further upgrading of the proposal.
