Abstract: The key of the official innovation is the official organization innovation. The development of electronic government affairs provides the new condition and the turning point for the official organization innovation. This paper elaborates the electronic government affairs to the influence of official organization innovation from the organizational structure, the service flow and the organization culture. The new organizational structure includes flat organizational structure, government management of dividing power, network information structured and organization power structure of participation type. The service flow has four parts .These are reducing the scale, expanding scope, reducing the intermediary and the prominent between service connections, transformation organization operation pattern and the work flow automation. The new organization cultural includes public service idea, responsible government idea, participation democratic idea and so on. They can provide the very good safeguard for the official organization innovation.
