ABSTRACT
Township people's congress is the basis and important part of china's people's congress system. It's thefundamental organ of political poner by which people can esercise the state poner correctly. It's also the best and effective type of organization when we conduct our political work which is chararacterized by the basis of the mass line. At the same time,It 'the basic channel of emboding chain 's grass-roots democracy because it accurately expressest represents people 's benefit .however, The Township people's congress still faces many problems during its construction. These problems can be reflected in the following aspects : the qualities of many deputies are still not high , the sessions of this congress are not standard, it 's hard to conduct our work after the sessions,the party committee at the same level ,township goverments,people 's congress at the county level, austosether ,they have different level of impact on the construction of township people 's congress. This thesis aims to , so we all the problems that we may come across during the constraction of township people 's congress .The solations will be elaborated from the following aspect: to promote the qualities of deouties, to make the deputies full-time, to strengthen the supervision for deputies, to optimize deputies ' age structure, to complete the law system of the congress, to promote the construction of fundamental state power.
