Public policy is the process of decision-making and implementation for government and public group to achieve a certain public goal, allocate social values and resources appropriately. The making and implementation of public policies is the key to resolve the social problems and achieve the social goal. However, all the activities and processes of public policies are set in a certain background. The background which affects the public policies as an external element is called the environment of public policies. And the making and implementation of public policies are always affected and limited by the environment of public policies. It’s of great importance to define the geographical, economic, social and international factors in the implementation of public policies, explore the characteristics of the environment of the public policies and sort them scientifically in the process of making, implementing, assessing, and supervising of public policies.
