After the reform and opening up, In the private economy to the core of the economy in Zhejiang has developed rapidly. The carrier studied by this paper-- Small and medium-sized manufacturing enterprises is an important component of Zhejiang’s private economy. With China's accession to the WTO, the general trend of economic globalization, the increasing pressure of competition in the market has become larger. Because of SMEs’ limitations,as well as human resources management disadvantaged,their’s living space is getting smaller and smaller. This paper based on the existing foreign human resources management model, draw foreign human resources management in general is practised thought Configuration and scientific evaluation of Human resources, Recruitment and training, Incentive systems and Performance Evaluation,etc. Moreover, in order to maintain staff stability of the lineup, a considerable number of foreign scholars have come up with the staff for life in order to ensure staff security and business sense. It acquits exclaiming most vividly in Japanese enterprises. With the objective of Zhejiang enterprises,use suitable models abroad,and analyze unsuitable models.Particularly strongly disagreed with the permanence of this staff,then proposes the establishment of corporate culture and the use of information systems for human resources management.
