大中型制造企业在浙江国民经济中具有举足轻重的地位和作用,其创新能力在很大程度上决定着我国的经济增长速度和国际竞争力。然而,大量研究表明,浙江大中型制造企业的创新能力和创新绩效目前仍比较低。因此,如何提高大中型制造企业的创新能力和绩效已经成为学术界、企业界和各级政府共同关注的重大理论与实践课题。提高浙江大中型制造企业创新能力和绩效的目标归根结底要通过采用先进而有效的创新管理模式来实现。
本文以TIM理论为指导,对全面创新管理的各要素,企业全面创新管理的动因,实施TIM的条件和要点,进行理论全面分析,进而比较系统和深入地探讨了,浙江大中型制造企业的创新现状,而且通过惠普与海尔全面创新模式的比较对浙江中大型制造企业启示,从而提出全面创新管理对浙江制造企业的发展有着极为重要的作用。

ABSTRACT
Large-medium scale Manufacturing enterprises play a very important part in national economy .The innovation ability of large-medium scale Manufacturing Enterprise is key to Zhejiang province economic growth and international competitiveness. However, a lot of studies have proved that the innovation ability is still low in our country’s Manufacturing firms. Therefore, it has been becoming urgent and essential for academe, enterprises and government to study how to improve the ability and efficiency of innovation management. Improve the Zhejiang Large-medium scale manufacturing enterprise’s innovation ability and the performance goal must realize through use advanced and effective innovation management modes in the final analysis realizes.
This article take the TIM theory as instruction, use theory to overall analysis the essential factors of the TIM, and the agents of enterprise TIM. Then systematical and penetrating research the innovation present situation of Zhejiang Large-medium scale manufacturing enterprise, at the same time, compare with the mode of the TIM of the HP and Haier, obtain the enlightenment of Zhejiang Large-medium scale manufacturing enterprise, thus propose that the TIM play a important role in the development of the Zhejiang manufacturing enterprise.
