QHSE管理体系在游乐设施运营安全管理中的应用
摘要：本文结合QHSE管理的理念和方法，对如何加强大型游乐设施运营安全管理进行了较为深入的研究。对大型游乐设施运营企业来说，安全是赖以生存和发展的基础，安全形势的好坏直接影响企业日常工作能否有条不紊地开展。安全出了问题，不仅企业工作受影响，企业的形象和整体效益都会受到打击。伴随着安全问题变得越来越突出，加上大型游乐设施的公众性和娱乐性，致使大型游乐设施事故比一般安全生产事故具有更大的影响，更容易受到公众的关注。切实把大型游乐设施安全工作抓细抓好，是大型游乐设施运营企业的首要任务。
 本文首先回顾ISO9000质量管理体系、ISO 14000环境管理体系、OHSAS 18000安全及卫生管理体系的发展历程，阐述了QHSE管理体系的内涵，研究了大型游乐设施企业如何构建质量、健康、安全和环境管理体系，促进体系建设创新，提高娱乐设施企业在质量、健康、安全和环境管理水平。同时主要做了一下几个方面研究工作：一是提出加强游乐设施运营安全首先要大力推行一体化安全管理，并构建了QHSE管理体系；二是在对现有安全管理方法、体系研究基础上，运用PDCA循环法实施安全改进过程。
 通过此次研究，我们总结出，大型娱乐设施企业通过完善QHSE管理体系可以再降低企业生产成本、节约能源和资源，提高企业效益，促进企业可持续发展。

QHSE management system in the recreational facilities operational safety management
Abstract: In this paper, the QHSE management concepts and methods, more in-depth study on how to strengthen the safety management of the operation of large recreational facilities. Operating companies of large-scale recreational facilities, security, survival and development on the basis of the security situation in a direct impact on the daily work can be carried out in an orderly manner. Safely out of the problem affected not only the enterprises, corporate image and the overall effectiveness will be undermined. Along with the security issues become increasingly prominent, coupled with large-scale recreational facilities, public and entertainment, resulting in large-scale amusement facility accidents have a greater effect than the average production safety accidents, are more vulnerable to public attention. Effectively grasp the large-scale recreational facilities safe working fine grasp, is the primary task of the operating companies of large-scale recreational facilities.
 The paper first reviews the ISO9000 quality management system, ISO 14000 Environmental Management System, OHSAS 18000 safety and health management system development process, described the connotation of the QHSE Management System, a large-scale recreational facilities how to build quality, health, safety and environment management system to promote system innovation, improve the entertainment companies in terms of quality, health, safety and environmental management standards. While the major aspects of work: First, it is proposed to strengthen the operational safety of the rides first to vigorously promote the integration of safety management, and build a QHSE management system; in the existing safety management methods, systems based on the study, The PDCA cycle method to implement the safety improvement process.
 Through this study, we conclude that large-scale entertainment facilities through the improvement of the QHSE Management System can reduce production costs, save energy and resources, improve enterprise efficiency, and promote sustainable development of enterprises.
