Abstract
The globalization which is a trend cannot be reversed, is effecting every country in the world, and the competition has become the character of the world. The factor that determines the success or failure of competition is turning from several simple elements into a complicated system of elements, and the factor in the decisive role is changing fundamentally. City has become important in the globalization. Developing country can become strong as one segment of global production chain if she enter into global city net,or she will be abandoned out of the net bearing backward economy, large wealth gap, bad environment, unstable society. Therefore it makes a great sense to discuss urban competitiveness in the background of globalization. Correctly understanding the urban competitiveness helps the cities to exactly know their own situation, the strong points and weaknesses of their competitors and partners so that they can reasonably draw up the competitive and cooperrative strategy, which helps to compete for each other, to positively cooperate and to promote rational development. At the same time, it can help us to clarify the situation we face up .
This paper starts from the foundation of urban competitiveness theory. After summarizing the predecessors' study, we give the definition of urban competitiveness, meanwhile, we analyse the intention and influence of urban competitiveness. Then considering the present economic situation of Liaoning province and according with the influence of urban competitiveness, we establish the evaluative index system and the study modal. After that, we analyse the advantage and disadvantage of different evaluation methods and find that subjective evaluation method is too subjective to determine the indicators' weights. Therefore we apply Rough Set theory. Using this theory we can reduce the scale of indicators system and calculate the indicators' weights. In the end, we can find out the things that prevent the city from developing and summarize some suggestions on developing the cities in Liaoning province according with our analysis results and the practical situation.
