Based on the trade with Russia, which accounts for half of the total import and export volume of heilongjiang province, and combining with the actual situation of heilongjiang province, this paper USES a variety of research methods, such as empirical analysis and normative analysis, to start with the general study of foreign trade competitiveness and clearly define the scope of this paper as the research on the current trade situation of heilongjiang province with Russia. By reviewing the four development stages of heilongjiang-russia trade cooperation, namely, the initial rising, the development climax, the lingering falling, and the recovery and development, the operational characteristics of heilongjiang-russia trade are revealed, and the comparative advantages of heilongjiang-russia trade are explored. Although the trade competitiveness of heilongjiang province against Russia has been increasing year by year, it is still at a relatively low level on the whole, which is in urgent need of further improvement. A series of problems in foreign trade industry, products and enterprises have been found out. Based on the characteristics of international trade, from the perspective of the government, explore scientific management countermeasures and ways to achieve, in the policy recommendations, auxiliary countermeasures and other levels, put forward the study of improving trade competitiveness with Russia.
