肯定列表制度对我农产品出口日本的影响及对策

摘    要

      自2006年5月29日日本实施“肯定列表制度”以来，我农产品出口受到一定影响，部分产品出口受阻，市场份额被挤占。
本文通过分析日本肯定列表制度的特点，从肯定列表制度与我国现行农产品安全方面的区别，检验指标、方法、对象，肯定列表制度施行前后我国农产品对日本的出口额及日本农产品进口市场的分额等方面看问题，阐述了肯定列表实行后的6-12月的7个月时间内对我国农产品出口日本所造成的影响，并分别从政府、行业协会、企业个体的角度提出了对日本肯定列表制度的应对措施。

Abstracts

Since on May 29, 2006 Japan has implemented 'the positive list system', our agricultural product exportation is subject to influence. The partial products exportation is blocked, and some of the market share is occupied.
This article introduces the characteristics of positive list system of Japan, then analyzes the influence on our agricultural product export to Japan during seven months from June, 2006 to December, 2006 by the differences between this system the positive list system and our country present agricultural product security aspect, the test rating, the method, the object, the total amount of the export of agricultural products to Japan and our market share of Japan import agricultural product market after the positive list system execution. At last this thesis analyzes the strategies against the positive list system from aspects of the government, the business association and enterprise.
