浅析温州打火机行业应对欧盟反倾销策略

摘    要

      倾销与反倾销是国际经济发展的产物，是随着现代国际贸易的形成而出现的。目前，倾销与反倾销已成为国际社会关注的焦点问题。反倾销成为焦点的政策理论背景为：管理贸易日益成为贸易政策的主导内容。管理贸易是有组织的自由和协调的保护。反倾销是管理贸易政策的重要内容。反倾销作为其允许的少数合法的贸易保护措施之一，其最初的目的在于维护公平贸易。但是在实践中，反倾销被许多国家采用，有被滥用之势，可以说已经有悖于其设立的初衷，这主要与其自身的制度缺陷有关。
本文主要讲的是温州打火机行业在应对欧盟反倾销案中，所面临到的问题及原因分析，然后对这些问题提出相应对策。

Abstract

Dumping and anti-dumping are the results of the development of international trade. They appeared with the modern international trade. At present, dumping and anti-dumping have already become the focuses of international community. The background theories behind anti-dumping becoming the hot issues are: managed trade is becoming the prevailing content of trade policy. The nature of managed trade is organized freedom and coordinated protection. Anti-dumping is an important part of managed trade policy. Anti-dumping，originally for the maintenance of fair trade, is one of few lawful measures of trade protection allowed by WTO. But in practice, anti-dumping is used by many countries and has the trend of being overused. It is safe to say it has deviated from the aim of establishing such a mechanism. The main reason for the deviation from its original objective has something to do with the inherent defect of its own system.
This thesis mainly introduces that the profession of cigarette lighters in Wenzhou is in responding to the EU anti-dumping cases which faced the problems and analyzed the reasons, then puts forward the corresponding   plans according to these problems.
