ABSTRACT
According to “The law of Government Procurement”, government procurement shall purchase domestic goods, services and engineering.. Since 2001, after joining WTO, China's government procurement market is opening to the outside world gradually. In view of the gap between domestic enterprises and foreign enterprise in fields of technology and management, government procurement market opening to the world brings some opportunities to Chinese enterprises, but also results some threat. At the same time, it is international custom to use the government procurement policy as a non-tariff trade barrier. To some domestic enterprises, who are used to be protected by government, more government’s help is necessary under such a open market environment. Meanwhile, emerging industry also need the protection from the government. Therefore, at present we can’t open up our government procurement market blindly, we should take , opening-up policy step-by-step, use this non-tariff barriers correctly and open government procurement market under appropriate protection.
