Building new socialist countryside is a major strategic requested by the overall situation of the party and state, in accordance with the scientific concept of development.The key to solve the "three agricultural"problem is to properly handle with the government’s (Financial) function in the process of building the new countryside.how to play the government financial functions proactively , continuously strengthen and improve the public finance system, to mobilize the resources in all directions, to push the construction of this new socialist countryside effectively through the government leading is the key point in this thesis. This article is about a research of new socialist countryside building in Shangyu,Zhejiang, in-depth study the leading role government plays in the construction of this new socialist countryside, surveyed the current situation and main measures about how the government play the financial functions to build the new socialist countryside, analyzed and summarized the representative problems,and make relevant feasibility suggestions about the government financial support in agriculture.
