Abstract：It is a hot spot of theory and practical direction in Chinese society today to construct the socialist "harmonious society". The great social goal responses the inevitable requirement of the historical development. The socialist harmonious society is the full of developing energy, fair and just, orderly, stable society. To construct such society, we must take the credit construction as the moral foundation, take the democracy and rules of law as the political security, take the market economy as the economic base, take the harmonious culture as the mental foundation, and take the human and natural harmony as the symbiosis carrier. The great social project to construct the harmonious society requests that the government play the role of the positive driving guide. While the government is displaying its function in the process of constructing the harmonious society, the service-oriented government and its directing typical function construction have given the guarantee.
