Abstract：Located on Taizhou bay of southeast Zhejiang province, Zhang an , an acient town ,enjoys profound cultural and historical resources。The important developmental strategy of local government is to build zhangan ,the historical town with unique culture,as a famous touriem resort. However,the shortage of protection, the ruins of ground monuments and underground relics , the inadequate mining of historical resource, as well as the lack of market appeal, the uncoordination of enviroment and facilities, and also the lack of system planning and comprehensive development , the less funds of development and construction as well as propaganda and promotions ,and original state of tourist guide word, are existing problems .The author take the deep research of its “eight culture”,which is very rare in china,and advice many protective program。
