ABSTRACT
This paper has combined the background and the development status of international cooperation in higher education, research on the development of students' listening and speaking proficiency in Sino-Foreign cooperation,and take ZUST as the example. Through comparing the characteristic of the Chinese and foreign students and different educational philosophy in broad and outside, investigating the status of students' listening and speaking proficiency on the basis of previous studies of the program. Make efforts to find the method to enhance the listening and speaking proficiency by comprehensive literature analysis as well as actual investigation and try to use these methods to resolve the problems encountered in developing students' listening and speaking proficiency.
